摘要(Abstract)：
自然保护区管理的实践证明 ,仅靠政府的投入而忽略社区的角色和作用是难以实现自然资源的有效管理的。天然林保护工程的实施面临着来自当地社区的比自然保护区管理更大的压力。社区林业的实践表明以社区为基础的森林资源管理可能是天然林有效保护的途径之一 ,社区将是天然林有效保护的主体。
The experience on protected areas management in China has shown that the objective of effective management on natural resources could not be achieved without community participation in the process.The National Logging Ban in China is bearing much more pressure from local community development than the protected areas management.The practice on Community based Forest Management has been considered as the practical and applicable approach on achieving the goal of National Logging Ban,the local community will be a key force on natural forest management.
