论建设长江上游生态屏障On the Construction of the Ecological Protective Screen for the Upper Reaches of the Changjiang River

摘要(Abstract)：
本文对四川建设长江上游生态屏障的背景、意义、内容、途径进行了论述 ,指出“把四川建成长江上游生态屏障”的战略目标是认识上的一次飞跃。提出了建设长江上游生态屏障应当包括森林、草地、农田、城市和河流五个子系统内容 ,采取牢固树立可持续发展观念 ,大工程治理战略 ,构建生态经济产业群 ,发展无公害农业 ,建设山水园林城市 ,依靠科技和法制的建设途径。
In this paper the discussion is made on the background,importance,contents and ways of the construction of ecological protective screen for the upper reaches of the Changjiang River.And it is pointed out that the strategic target of establishing Sichuan into an ecological protective screen for the upper reaches of the Changjiang River is considered as a leap in the process of cognition.In the meantime,this ecological protective screen should include the five systems such as forest,grass land,agriculture fields,cities and rivers,and adopt the construction ways of fostering the concept of sustainable development,carrying on a strategy of big project control,constructing ecological and economic industry groups,developing non-pollution agriculture,establishing garden cities and relying on the support of science and technology.
