摘要(Abstract)：

本文以实证分析的方法,以天全县作为监测对象,采取县级调查、农户调查、问卷调查等形式,监测指标采用世界自然基金会(WFF)资助的《四川省退耕还林工程综合效益评价指标体系研究》成果,通过3а定位跟踪监测,从退耕还林的经济效益、社会效益,以及相关的经济、政策等方面通过详细的分析,对工程实施几年来各项效益进行评价,并针对存在的问题提出改进的措施和建议。
By the substantial analysis method,and using by Tianquan County as the monitor object,this paper adopts the county level investigation,the peasant household investigation,and questionnaire survey,uses the Combined Earnings Appraisal Target System Research" on the Defarming-and-afforestation Project in Sichuan funded by WFF as the monitor target,through three-year localization track monitor,and makes a detailed analysis of the social and economic benefits of the Project and relevant economy and policy,and then puts forward some improvement measures and suggestions.
